NHS performance expectations
Government 2023 mandate to NHS England (NHSE):
The government has provided a 2023 mandate to NHSE outlining the following priorities:
- Cut NHS waiting lists and recover performance (aligned to performance targets)
- Deliver recovery using data and technology
- Support the workforce through training, retention and modernising the way staff work
NHSE 23/24 priorities & operational planning guidance:
NHSE priority areas for the service: to recover core productivity; progress the aspirations in the long-term plan; and transform the health and care system for the future.
Some of the NHSE targets include:
- 2.2% efficiency target for 2023/24
- Reduce backlog/waiting times (aligned to performance targets)
- Reduce agency spending across NHS to 3.7 % of total pay bill in 23/24
- Reduce corporate running costs with focus on consolidation, standardisation and automation to deliver services at scale
Challenges to overcome
Overwhelming demand / workforce supply challenges:
- NHS providers’ recent survey of trust leaders found that 86% of respondents were “very worried” about meeting demand
- Greater demand that ever before (e.g., 22.3m outpatient appointments, +20% on previous year with 6.4 % registered as ‘Did not attend’)
